Which government in history has thrown out the most amount of legislation enacted by a prior government?

I'm thinking of the English Conservative Party's promise to throw out the 42 day detention without trial legislation. The most important thing I want to know is, is it common for a government to reduce its own power, or is there a lot of hangover legislation 'just in case'. Is there any American Presidential candidate who promises to repeal the Patriot Act for example?

    The previous government introduced "Work Choices" which affected every single Australian worker our new government abolished it.

    Saying "Sorry" to the stolen generation the previous government refused our current government apologized.

    Signing the Kyoto Protocol our previous government refused to sign it our new government did.

    National Obesity program, previous government funded 6 million dollars in TV adds. Our new government has funded 48 million dollar national get fit hands on program to help many obese people face to face which will remain to be funded to help these people.

    Digital television and the highest speed broadband internet, the previous government stalled on having this introduced for another two years,our new government put them on for the public immediately.  

    Our new government has only been in power for six months.

    Not bad for six months work.
