  1. I don't know much about Philippines

    but Mexico has good oil and silver exports, so, id vote for Mexico


  2. If you specify per capita , probably Mexico .

    But , if you say on average , or per actual personal

    state of living, I would say that the Philippines

    is better off. They have had manufacturing for years

    and they have sustainable produce- coconuts

    pineapple , etc.
