Which has more impact, a University transcript or a standardized test score (eg, MCAT, GRE, etc)?

When applying for graduate school, many institutions require that a GRE or other relevant standardized examination be written. If one has the required recommendation letters, a publication, and an excellent GRE score, but a poor transcript, is that one person still a marketable candidate for graduate studies?

I would think that a standardized test score would have more impact because it compares you to a broader population, not just from one school and their teachers.
