The Northern Hemisphere has more land mass and that warms and cools faster while ocean temperatures remain relatively steady.   I would say the Southern Hemisphere because of that,  but also remember,  Antarctica is much colder than the North Pole in the extreme.

northern hemisphere. The highest recorded tempin the world is in africa with 136 degrees F i believe. And the second highest is death valley of 134 F. I know you want average, but i'm giving you a couple temps.
