Well what do you mean by 'progressive'. If you mean economically, well Poland's economy is speeding up, Romania and Bulgaria just got into the EU which is good step for them. And Cyprus just adopted the Euro currency this January. Also the first g*y marriage in Greece happened 2 weeks ago, on the island of Rhodes, where same s*x unions are now legal there. London is also building many new buildings and reconstructing the city for the next 2012 Olympics.
