  12. "Highest" would mean elevation.  A hut at one of the Mount Everest base camps is probably the highest building in the world.

    Do you mean "tallest" instead?  There are four measurements for "tallest building".  All are measured from the pavement at the entrance:

    (1) height of highest architectural top (includes spires and pinnacles, but excludes antennas, flagpoles, masts):  Tapiei 101 building in Taipei, Taiwan

    (2) height of highest occupied floor:  Taipei 101 building

    (3) height to top of roof:  Taipei 101 building

    (4) height to top of antenna, flagpoles, mast:  Sears Tower, in Chicago, USA

    The Burj Dubai building in Dubai, UAE will be (is) the tallest in all four categories.  However, it is still under construction so it won't be "official" until the building is completed.

    (Then there are "tallest tower", "tallest mast" "tallest structure on land", "tallest structure in the ocean" etc. but these are treated separately.)
