Which is a better place to swim San Diego or Puerto Penasco?

Me and my friend are going to Mesa for a vacation and we would really like to go to mexico just for fun. but i have herd that La Joya near san diego is a way better place to swim so if you have ever been to a beach in california and in the sea of cortez if you could just write a description of what they were like that would be great
