Which is better Panama City, Florida (not Panama City Beach) or Hilton Head, SC?

My friend and I are planning to go to the beach this June. We're only planning to stay for one day. Which one is worth the drive? I'm coming from the north part of GA. We're also considering Panama City Beach, FL if it's more worth it than Panama City. Any other suggestions?

I would say Hilton Head as well. Its more upscale than Panama City.
