I ahve never eaten at IHOP so it would have to be Bob Evans...their food is just really good and they arent too expensive and their breakfast is to die for....

Definitely Bob Evans. The food quality is superior. But IHOP is nationwide, Bob Evans only on the eastern half of the US.
