Short answer:  the 8600gt.

A 8600gt is a much better video card than a 8500gt. Having 1GB of memory on the 8500gt doesn't make it much better, unless perhaps you're gaming at extremely high resolutions.  Even then, I'd suspect that the 8600gt would beat the 8500gt.

To a large extent, taking a video card and boosting the memory from 512MB to 1GB is a marketing gimmick by video card manufacturers.  You might get some small improvement in performance, depending on what resolution you're using and your graphics settings, but unless you're gaming at extremely high resolutions, you're usually better off taking the extra money the 1GB card would cost you and getting a better model of graphics card.

If you have the choice of getting something besides those two cards, you might to consider something like a 9600gt instead (or something even better, depending on your budget).
