Which is better to clean a garbage disposal? fresh lemon peels or ice cubes made from fresh lemon juice?

Ice cubes help to sharpen the blades.  Lemons help it to smell good.  So ice cubes made from fresh lemon juice would be good.  I never thought to do that, I think I'll start doing it too.

I'm not sure what exactly your garbage disposal is (US, I take it) but if you mean like a garbage bin, you can buy some cystallised stuff in a jar to sprinkle in it. It works really well and keeps the nasty smells out, just use it when needed, not all the time. Fresh lemons seems a waste! On the other hand, if your talking about a waste disposal unit, in the kitchen, I throw down ice cubes, while its turned on, makes a racket, but supposedly sharpens the blades as well as cleans it out.

use the lemon peels only for best results.  The peels contain a natural acid which acts as a cleaner.  The grinding action of your disposal pulverizing the peels both scrub and leave the drain w/ a fresh scent.  Contrary to popular belief, ice cubes are similar to rocks which will only dull the blades of your disposal and really do nothing for cleaning.

Why not both? Use the lemon peels from the lemons you use to make the ice cubes. And what a great idea! Here is a tip for sharpening the blades...use egg shells (have an omelet party first) :0)  It works great to keep your disposal blades in tip top shape!
