Which is better to download from programs from the internet or programs from a cd?

Better CD. That way you have it for reinstall (backup) if needed.

if they're the same program then i'd go with the cd just because downloading the program from then net may take an extra minute

Internet usually has the latest release and updates. Cd's are good to have for backups but get outdated fast. I usually keep copies of programs I d/l just in case.
