Atlanta, Georgia

has schools with good mba programs, is an affordable city, decent job market in business

Seattle, washington

again, good schools and affordable, not sure about business per se but i imagine they have a lot of job opportunities as well

Washington univeristy has a good mba program.  the city is very affordable, and a great place to start a new business

Philadelphia, Pennsylvania

Wharton is one of the best MBA programs in the world, Philly is both an affordable city and is also international, and close to two other major cities: New York and Washington DC, both easily accessible by train (new york especially).  this might be your best bet.

I don't know what the least expensive is but the most expensive is New York or California.
