I'm sure he/she means French fries. In other countries "chips" means fries. Example "Fish -n- chips"....

but umm...they're all on the dollar menu for $1.08....but small fries only

"Chips" as in 'french fries'. Nuggets and burgers are both on the dollar menu, as well as small chips. If you want a larger size of chips, you'll have to pay more. Hope this helps.
