If you are concerned about ignition of the flooring, as from a fireplace, laminate is better.

If you worry about the contribution to a room fire, it really doesn't have an appreciable effect.  By the time the flooring would get in the act, the room is already very much involved.

Depends on what they're made out of - Carpet contains different fibers, and each fiber has multiple ways of treating it. Laminate consists of a core board, with a photogenic layer on top. The material the core board is made from varies from product to product.

Both will have a fireproof rating, which you should be able to find on the manufacturer's website by searching for the particular style name of the product.
