Which is more effective? The Executive of the USA or the UK? and why?

ok so the executive of the USA is the President who is the Head of state and the Commander in Chief. So he has total control over the executive here, however can he still pass new laws without the congress approval?

Also in the UK is the executive totally independent from the PM and his party?

So which is the more effective and why?

  3. US President can't do anything without congress unless its deemed by him "necessary and proper". Usually these are time sensitive emergencies that have to be acted upon before a congressional hearing on the matter can be executed.

    not too sure about the whole queen/PM/parliament thing in UK

  4. wow your wrong about the presdant he can pass excutive orders and orders but inless backed by congress their worthless and they can be repealed by the courts as for the commander and cheif thing yes the presdant is but he can't order any invasion or battles with out a vote first being held in congress but he is alllowed to control all military movements and appointments.....adn he get final aopproval in any military conflict.
