Which is more rough (toxteth , liverpool) or (moss side, manchester)?

Tocky's fine!   I lived there for most of my life and I've never been burgled or mugged.  I moved out because as the property prices went up, a lower class of resident was moving in, noisy, selfish, inconsiderate, and they were were making lousy neighbours..

Moss Side has lots of guns, gangs and little to recommend it apart from low rents (by Manchester standards)

Both of them are tough areas, but there appears to be more drug related gun crime in Moss Side than in Toxteth, but there are good and bad people in any area you care to name.

Westminster in central London has by far the highest amount of crime per head of population according to latest government figures.

Toxteth has some beautiful Georgian terraces and plenty of people are moving into them because of the proximity to the city centre.

Sorry don't know about Moss Side I have never been, but I would not stereotype the people there, I would guess that like most poor areas the people are far more friendly and genuine.

They are both pretty bad neighbourhoods I have to say.  moss side is got crimes and brothels and toxteth is got crimes as well.  I am not sure if you want to move from toxteth to Moss Side its not like you are upgrading or something.
