Which is really better for the environment - paper or plaster bags?

I don't know what you expect for an answer, since you said none is better. Paper bags are typically better for the environment, they are easier to recycle and are somewhat biodegradable. Plastic is much more difficult to recycle and takes many, may more years to biodegrade than paper does.

But you are absolutely right. If you can, you should bring your own bag.
