THE group IS walking....had you said there are many TEEN in a group, THEY ARE walking, this would have been  correct as the THEY refers to the plural word TEENS. However in your statement the word GROUP is singular, not plural. Therefore the sentace requires the word IS be singular as well. A GROUP of teens IS walking. You also could have said GROUPS of teens ARE walking, thus making the subject GROUPS plural.
