Actually the judicial capital of Bolivia is Sucre, not La Paz, and the Supreme Court along with most of Bolivia's higher courts are situated in Sucre, still plenty high but quite a bit lower than La Paz. The courts in La Paz are minor ones for local matters.

I am not familiar with the court system in China, but if there is a supreme court for Tibet in Lhasa, it would be higher than Sucre (or Quito in Ecuador at about the same altitude). That would be the highest higher court in the world.

If you allow all minor courts, of which there tens of thousands in the world, there is undoubtedly one in some small town or village even higher than La Paz or Lhasa.
