  1. The best place I don't know but the best instant is not october-november: country and network of transport paralysed by grèves in very types.

  3. spend the money and get a really good hotel, Paris standards are very poor,cheaper rooms are disgustingly filthy

  4. The 5th or 6th arrondissement are probably the best for tourists who are looking for a lot of activity.

    Since November is the low season for travel to Paris you should try a bit of bargaining over price.
