'Best' depends on what you are looking for.

Cage diving is mostly done from Gans Baai, about and hour and a half from Cape Town.

Also from Simons Town (a lot closer, being actually part of Cape Town).  I think this is a better option and would recommend Eco Charters

Look at Gans Baai tourist information, they list all the operators.  Their prices are all the same, just the 'spin' differs.
