Which is the best kickoff and punt returner in the NFL that still catches passes for fantasy football?

Devin Hester.

He isnt that good at WR yet, but this year is supposed to be a great year for him as a WR. He's been learning most of the stuff over the past couple years so he should be a star as a WR and not only as a PR and KR.

There is no doubt that it is Devin...however!!!  The Bears are putting new people back to return kicks so he can concentrate more on being a receiver and when he does go back to receive they usually do not kick it to him!  So he is the best but be aware that because he is so good he may not get the chance's you would like!

Because of that I would suggest Tedd Ginn Jr (Miami) and then Andre Davis (Houston)
