Which is the best ring tone maker that is easy to use and gives a good sound quality ?

I am using mp3 to ring tone 3.18 software quite easy but it doesn't delivers good sound after editing a song.I am in search of good software which gives good sound after editing a song.Main problem is whenever song is cut in short and setting bit rates and sound settings.

Please help me.
