You might want to research what country you want to live in first since a commercial pilot certificate is (with the exception of the EU) country specific.  For example, you cannot fly as a professional pilot in the US or UK with an Australian commercial pilot rating, you would only be able to fly for a living if you are employed by an Australian airline.  I'd also strongly suggest you learn in your home country because it will be VERY difficult to find a flyign job in another country outside of the third world.  Lets say you are from the UK and get an American commercial pilot's certificate.  You cannot go back home and fly for a living, you are limited to looking for work in the states.  Realistically to get a work visa a company has to show that there is a shortage in the country of your skill that cannot be filled any other way.  Believe me, there are tons of pilots in the US, UK and Australia clawing their way to the top who would report for duty on a days notice and they wouldn't have to fool with the logistics, visa and paperwork of getting you to come work for them.  Even if that wasn't the case.   cannot stay in the US or more than a few months without a work visa.  So basically you graduate and are back home in the UK faxing off your logs and resume to the US.  You're staying up until 4 or 5 am because in the west coast of the US it is still working hours due to the time zones.  

    Lastly, the best palce to learn to be a commercial pilot is the place you feel most comfortable.  It isn't an occupation where you can attend an elite university and get offers left and right.  Your degree doesn't matter very much at all.  As logn as you have the basic requirements, the time in your log books is all that matters.  Time is king, doesn't matter where you went to school.
