The cheaptest VoIP-to-landline rate I've seen, to India, is MediaRingTalk.

As far as the best, I've found CallCentric and InPhonex to be very reliable.

Here are some sample rates to INDIA:

InPhonex - .08 cent/min

Efonica - 8.9 cent/min

Skype - 9.2 cent/min  (10.6 cent/min incl VAT)

Let me what I use for calling my friends in India. It's Onesuite.com voip service, 7.5cents to call India.

On Mr. Voip sample rates above, you can see Skype is actually on the expensive side of the rates but people doesn't know this until they see what others are offering.
