  1. If you are looking for the highest country "in average" it will have to be Peru due to the fact that it's the country where most of the Andes lie and therefore if you take the average of the Andes height there, it will be the highest. And also it has the third highest mountain in the world (Mount Huascaran in Ancash)

However, La Paz is the highest city in all South America. But  I wouldnt say Bolivia is the highest country because apart from La Paz, all other cities lie below the andean towns in Peru.

  2. The highest????  Do you mean in altitude or most northern.

Right now as far as most northern I am thinking Colombia- but I'm not 100%-  it has been a while since I had Latin American geography.

Altitude-  Maybe Chile because of the mountains?

Why don't you google Latin American Maps

  3. The biggest country in Latin America is Brazil, if  you mean the highest over sea level , la paz in Bolivia is the highest capital city.

  4. Peru or Chile hard to say which one it would be.

  5. If you are talking about altitude I would say Bolivia.  La Paz is the highest city in South America and it is difficult for many airlines to land at the city airport due to this fact,
