GOA?!?!?!?!  You guys are absolutely bonkers!!!  It's like a Portuguese holiday resort, not remotely 'Indian' at all.

I would say Rajasthan.  It's not immediately exotic, but once you get under the surface and begin to really see it, you'll definitely agree that it is India's most exotic state.
