Jan Wayne, which is actually a guy.  He produced the track you are talking about, the girl singing, who knows but the track belongs to Jan (pronounced Yan) who is a German eletronica DJ and producer:

You could be thinking about Alex Parks' version of "Mad World"  which starts off slow but picks up with a with a very chill beat.  I wouldn't call it danceable though (still too slow).
