I personally like the Wilson AVP replica game ball. I have both the real and replica game ball (the real one is about $30 more) and they are both great. They are soft, last long, and they dont take long to wear in and get your arms used to it. I think these are some of the best volleyballs you can get (besides these 2 i have 2 other volleyballs and i like them best)

The air pressure will determine how soft a soft volleyball can be.  The yardstick I use for guidelines - is that you should be able to press your thumbs about 1/8th inch into the volleyball - this ensures there is some give upon impact.  Just think of the volleyball acting like an airbag.  This is important for beginners - and also for your fingers (and their joints, etc).  There are other advantages too --- it is much more fun, you can do any kind of save and won't get hurt in the process.

Players often don't know - that you need to let some air out - for it to be softer.  Players use to playing with 'hard' volleyballs, will say that the above volleyball is 'flat'.  It isn't - once you play a game with it - you will find it to be much more fun, and funnier  (easier to put spins onto the ball)...

One of the best indoor ones is the Mikasa Training Series VUL500 - once you know how a really soft volleyball is, try finding an outdoor one that is as good as this one?

There is a cheap Tachikara practice volleyball - I think people often call it a rubber volleyball.  This volleyball can be used outside on any surface (including against brick and concrete etc) - great for practicing against an outside wall.
