Apathy.  One knows better but doesn't care.

When you're ignorant you don't know better, when you have apathy you become accountable and yet decide not to respond to the calling.

Ignorance. One that is ignorant does not know, and therefore cannot care. One who is apathetic at least has knowledge.

If you mean morally, I don't think either is immoral.  It's each person's right to decide whether to care or not care.  And ignorance by itself is hardly a crime.  But on general principle I will say Apathy is "worse"...because ignorance is easy to fix, apathy isn't.
