  1. I WOULD SAY THE PENITENTIARY  BECAUSE THAT'S WHERE THEY SEND PEOPLE WHO HAVE TO DO HARD TIME AND DEATH ROW. THE STATE PRISONS ARE MOSTLY FOR CRIMINALS WHO DON'T HAVE TO DO A LOT OF TIME.

    BUT IN EITHER ONE DON'T DROP THE SOAP!!!!


  2. I read a book called the Hot House about Leavenworth Penitentiary.  I would say that Federal prisons are probably worse, because they house violators of federal laws.

  3. Hello Maurice. In having to be so politically correct today, we have come up with all sorts of euphemisms for the same items.

    At the Federal level, as you note above, you have the US Penitentiary. Go down to the state level and you now have Correctional Facility, State Penitentiary, Correctional Institution and Penal Institution.

    Basically, this is nothing more than a play on words since we can no longer call them "prisons". (I can only guess the liberals dont want to offend anyone).

    The only difference between all the above ( state versus Federal) is the LEVEL of the institution. Prisons are rated levels 1 through 5. 1 being an honor camp with Inmates who work with minimum supervision outside the walls ( no longer allowed to called "convicts" any longer, they are now considered "inmates" and in certain institutions you are only allowed to call them "residents"). This progresses up to level 5, which is known as SuperMax. In a supermax, there is no attempt to perform any type of rehabilitative work. They are literally warehousing extremely dangerous and violent inmates who have EARNED their way into a 23 hour lock down facility.

    As a comparison, you have Federal level ones that are known as "Club Feds". They literally have 9 hole golf courses on the grounds and look like the name implies. Then you go up to places like Leavenworth, which is one of the most dangerous of the Feds.

    At a state level, a level 1 honor camp has minimum staff and NO stress all the way up to the supermax which is pure danger and stress.

    I work in Ohio, which has 32 prisons ( I am old school and off the job, I still refer to work as "prison", "cons" and regardless of the political winds I will NEVER refer to a convicted felon as a "resident", which we actually have under two different Wardens). In our little microcosm, we have honor camps, such as OPI, which manufactures a lot of the items we use such as bedding, soaps, clothing and the like. The majority of the institutions are Medium rated with open dorms and bunk beds ( no cells) up to Close/Max and Maximum and ONE Supermax ( which we call the Penitentiary).

    Our supermax is a 23 hour lock down, 16 inmates to a tier with one Lt per tier. Absolutely no inmate to inmate contact is allowed at any time. Anytime an inmate is taken from a cell, he is escorted by 5 Correctional staff. Danger and stress levels are maxed out there.

    In attempting to answer your specific question, any level 4 or 5 institution rates among the worst, regardless of being state or Federal. Anytime you are issued stab vests, gas and PR-24's and wear and use them daily, that is bad.
