Which kind of bird is small and yellow with streaks of black on the wings??

I live in Southeastern US zone 6, and have seen this type of bird frequently lately in my back yard.

which type is this for anyone who knows and where do they go in winter time?

why do they come up to a temperate climate such as mine?
