  1. If you just need something to take notes in class (and do relatively undemanding class exercises) than pretty much any laptop out there will do the job just fine but for what you want to pay you'll never find a decent laptop for actually playing (or designing) serious games (and to get a graphics chip as powerful as the 8800 you'd end up with a 'laptop' (more accurately a luggable) that's big and heavy with crappy battery life).

Although you would be better off buying new than used, that way you don't have to wonder how many times it was dropped.  In terms of comparing laptops it is a good idea to know the performance of the different processors and graphics chips available, at the moment Intel processors perform better per clock speed than AMD processors (although you can save money with the slower AMD products) and integrated graphics (which you probably won't be able to avoid for a cheap laptop) are usually pretty c**p (also note that nVidia and aTi make the crappy integrated graphics offerings on AMD processor laptops so just because it has something from them doesn't mean it has a decent graphics chip).

  2. 6Ghz as in 2x 3Ghz Processors, or just one 6Ghz, because you'd need liquid nitrogen cooling.

As for the laptop, $800 won't get you much of a multimedia laptop (what you need if you are designing games). You'd need a budget of around $1500-$2000.
