According to this website, it's Chile, followed by Jamaica and Argentina.

The highest rates are found in Chile, Jamaica, and Argentina, with 80.5%, 80.4%, and 74.8% penetration respectively. Cuba continues to stagnate at 1.4% mobile penetration, while Haiti shot up by 323.1% in 2006 to 19.8% penetration, thanks to the launch in May 2006 of Digicel's low-priced GSM phones.

  3. I've done some resarch and guess what??? It's Chile!!! I couldn't believe it but according to Telefonica, each chilean have more than one cellphone, an average of 3 per person (including a blackberry sometimes). I have been 7 times to chile and I think this info is true, in Santiago I've seen tons of people walking and talking at the same time and even having 2 cellphones in their hands!!! There's a crazy thing about cellphones there! And Telefonica say that there are more cellphones per capita in Chile than any other country they sell cellphones, including Spain and Latin America... weird, why have more than one cellphone?
