I would say Jim Cornette, with the various incarnations of the Midnight Express, most of which included Bobby Eaton, perhaps the greatest tag team wrestler of all-time.

The late great Gary Hart.Without this man the wrestling world would never have seen the freebird/von erich feud.This man managed so many great wrestlers in wccw that I honestly cant remember them all.But I do remember his new age management.I honestly can't think of a better manager than gary,except maybe jim cornette.
