Which mental health specialists can prescribe drugs?

Psychiatric nurse practitioners can prescribe in my state and they have just PhD's. In the past it wasn't even necessary for them to have PhD's.

Just psychiatrists, not psychologists (which have PhD's) or counselors or therapists, etc.

yes, however, if you are in the hospital, the doctor can write stuff in your chart, which allows the nurses to give medication if and when it is needed, on top of your regular meds.
