somewhere in the world every week is better than the last and I know I have fished it and when ice fishing suck in Minnesota they fly to Florida and fish wide open in the keys and when the bass go on the bed all over the country at different times and the dorado's are boiling on bait balls in Sept... Halibut are every other cast in December in the back bays.

Spring and fall, bud, as this is when the water has the highest oxygen content, inspiring the fish to feed most aggresively.  When the water is cool, the fish are feeding at their highest potential. Oxygen + water = High fish population, they will be more active, no matter the species , when the water is at a steady oxygen holding temperature, this is a staple indicator in river and lake as well as salt water fishing.
