Any eastern European country, most places in central Asia, basically anywhere that is not in proximity to a fault line or hurricane/typhoon/cyclone-prone area.

In my opinion none. Every place on Earth could fall victim to a " natural disaster" Because every place on Earth is under the influence of Natural Forces. Just because an area is not on a Fault Line does not prevent that area from feeling tremblers, forest fires, ice storm, locust, or what ever Mother Nature has to throw at us. DON'T WORRY! Build your house and enjoy your life.

I am not sure if any nation is 100% safe and secure from a natural disaster...Anything can happen anywhere at any time.
