  1. The pacific ocean because it has a bigger effect from the sun,moon, and has many smaller oceans affected by hot and cold currents that affect it including the atlantic ocean.

  4. It is tempting to think that the Pacific, being a bigger ocean, has bigger waves. Wave size though is a function of wind speed and the distance over which that wind blows, called "reach". With a strong wind and long reach waves get high enough to start breaking which limits continued growth. Because of this, a hundred miles or so of reach is as good as a thousand, so wave size depends more on storm size than ocean size.
