  1. the fire hydrant at the first floor will have more pressure SINCE

    pressure= height *density*g [height is below ground level ,but we can take sea level = as fourth floor height ,so by the formula pressure at 4th floor =0 and pressure at 1st floor will be a variable according to height


  2. if untaped they both have the same pressure. once taped the first floor will retain a greater pressure.

  3. If they are on the same system then the first floor one has the higher pressure
