This site is American but the ethics of it applies anywhere in the world because of what it does to the environment and climate.

Fossil fuels- Europe and hopefully America will soon do away with it, so why would the Philippines go with it now.  Fossil fuels will hopefully be a thing of the past when green power comes in to "Save the world." Fossil fuels are toxic to the environment.

The Phillippines have so many alternative options.  It is a series of islands where you can have tidal power plants everywhere for constant officient energy.  Constent breeze for wind turbines, gerthermal from the Earth's heat, solar power etc.

The Phillipines has the world's largest man made structure, its garbage dump.  If they must burn something they should use the dump up first.  It  will be no worse (well maybe slightly worse if they do it carelessly) than burning fossil fuels.

Nuclear energy is a reasonable alternative if it can be secured.  Right now the Phillpines has its problems with several different religious based and economic based groups so making the plant truly secure is just not feasible.  

They are well postioned for other alternative energy sources.  They also seem to be a smart and industrious nation with serious economic problems.  If they could get back all of what the Marcos ( a husband and wife team) dictatorship stole they could probably make a  very good start at building various less threatening energy sources, wind, solar, tidal, etc.
