  2. I- unemployed

    II- not unemployed because the individual is not actively seeking work

    III- unemployed. don't let the fact that the worker quit fool you

    IV- unemployed. don't let the fact that the person recently graduated. they are still looking for a job but cannot find one

    so answer C
