  1. I'd say C because local governments with a preference against diversity can keep it from happening. If there was something in your book re: "social experiments" though, that sounds like a buzzword, in which case you should pick D.


  2. D.  Those with certain beliefs or prejudices will migrate to those states that are most compatible with their beliefs. Thus eliminating the idea of diversity
