White is neutral, but technically it isn't a color (or rather, it is all the visible colors of the rainbow, mixed into one).

Brown is a color, but technically it is not neutral.  It is a mix of red, orange, green, yellow, gray, and black.  It can even contain blue.  Depending on the amount of gray/black in the mix, brown can be used as a 'near-neutral' color.
