    State of matter depends upon an atom's (or molecule's) interaction with the other atoms around it.  If the atom is bound to others in a crystal structure, it is a solid, but if no others are present to bond with, it cannot be solid.  Liquids also depend upon interatomic/intermolecular forces, and thus cannot be defined for a single atom.  Gases do not depend upon such interactions, but the properties of gases, such as random motion of particles, depend upon having many particles, so a single atom cannot be a gas.  When you have a bunch of atoms, the state that will be assumed at a given temperature and pressure depends upon the element, but this is irrelevant for single atoms.
