This means the  Senate can block any of these appointments through filibuster which they do too often.

d. The other 3 do need the approval of the Senate. The Chief of staff runs the president's office. They coordinate all of the people who work for the president. The other 3 jobs run a branch or perform some work for the government as a whole. The Chief of Staff just works for the President.
