  1. None. Congress does not have a say.  But the Senate does have  "ADVISE AND CONSENT" responsibilities on all but d.

    This means the  Senate can block any of these appointments through filibuster which they do too often.


  2. d. The other 3 do need the approval of the Senate. The Chief of staff runs the president's office. They coordinate all of the people who work for the president. The other 3 jobs run a branch or perform some work for the government as a whole. The Chief of Staff just works for the President.
