It depend on what's your career goal.

So, if your career goal lies between those two: (Network/System) Engineer, so it's valuable to have a CCNA, MCP, MCSE.

But you don't need to attend any courses because there's not mandatory for the CCNA/MCSE exam requirement. You can do self study first. Try to go to the library and see if there's any official study guide for CCNA and MCSE. Read it and see if you can catch it without attending the course. If you already read the book and you feel you can't catch it, it's maybe better to consider attending the courses.

Depends what you want to do, but #9 would be a good choice.

You can't ignore Microsoft whatever you do, so learn it and if you want big money then networking is one way and Cisco will open those doors.

Get your MCSE certification in Windows 2003 first, then get one of the Windows 2008 certifications (it's not called MCSE any more then) and then Cisco CCNA and upwards.

It really all depends on what you want to do. If you want to be a hardware guy then the above. If you want to work on the software side then there is another whole set of stuff you need to know.
