Which one is proper English?

I missed you

or

I've missed you.

does it depend on what you are talking about? or is one correct and the other isn't?

  2. I missed you is using the simple past tense.  I've (I have) missed you is using the past participle.  Either one can correctly express the sentiment.

    or

    "I've missed you" as in haven't seen you in a long time.
