    Here's why:

    1) Prussia was the leading state in the 2nd German empire, formed with the unification of Germany in 1870. (see map at

    http://en.wikipedia.org/wiki/Prussia

    2) The parts of Prussia that were west of the Elbe river (eg., Cologne, Westphalia) were part of the Holy Roman Empire.

    3) Prussia remained part of Grmany during the weimar republic.

    4) The Prussians were a Baltic people, but their land gradually became Germanized, as they gradually took over bits of land from Poland.  (East Prussia, or the part of Prussia east of the Elbe, is now part of Poland.)
